I've some difficulties to follo you, because, actually, the peace finally arrived at the end of 1815 - no more war - and France continued to live, isn't ?
You pre-supooise here that the whole country was just living on war, and should collapse without it, which is of course a wrong assumption, isn't ?
The fact is that, whatever Napoleon would have proposed as peace, the other powers were certainly not ready to accept, the war was inevitable !
Look what happened when the news of the return frm Elba reached Vienna : the tsar, kings a.s.o. just retruned to their army, directly, without having any idea of what Napoleon was planning to do, and without any attempt to know about.
As it was the case in 1805, mainly with Alexandre, they just did not accept Napoleon per se - ad persona - and the only issue was war.
No bad feeling from my side : we are talking about history , of course , and ne need to look at facts only, without "sentiments"
