Bas -
from my various readings over the years about the weapons of the period, I understood that the ball was deliberately made just enough smaller than the bore of the barrel that the ball by itself would drop easily down the barrel. If you added the paper wrapper then you would want to use the ramrod to ensure it seats well on top of the powder charge you already put down the barrel.

I assume that in the live firing exercises you mention that you are using balls made to the original dimensions?
