Several month ago I downloaded the "Fastes de la Légion d'Honneur" available through Gallica (but not today, they're making an update).
In the 3rd volume, page 220-225, is present the biography of general Foy.
On page 223, we can read that "Napoleon created him count of the Empire; he gave him the decoration of commander of the Legion-d'Honneur the 9 january 1813".
other details, page 221: he was made member of the Legion d'Honneur on 11 december 1803 (19 frimare An XII), and officer of the same on 11 june 1804 (25 prairial an XII).
on page 223, Louis XVIII made him Greand Officer of the Legion-d'Honneur on January 29, 1814.
for the French: Napoléon fit du général Foy, un membre de la Légion d'Honneur le 11 décembre 1803 (19 Frimaire An XII), officier le 11 juin 1804 (25 Prairial An XII), commandeur le 9 janvier 1813. Et Louis XVIII le fit Grand Officier le 29 Juillet 1814.
