just to add following your comments I look at some LoH certificates i have one dated 1st Oct 1812 is numbered 34123, as Foys letter has No 33420 on it and we know this was for around 9th Jan 1813, that means his request to napoleon of July 09 was kept on a file, (his or general ?) then retrieved, noted on and signed by Lacepede, why he would make notes on a letter over 3 years old i'm not sure, speaks volumes for imperial administration, I also feel for Foy he is in a god forsaken country and lets face it how many times can you ask L'Empereur for a medal!
