After the wholesale disbandments of 1795-1797, the biggest increase in the regular army would seem to be the period 1804-1805 when many regiments raised second battalions. After that it was spotty with only a few others just adding additional battalions.

Think it had to do with the creation of the Army of the Reserve and the attempt to recruit from the militia into the line in greater numbers.

I haven't looked too deeply into the subject, but it appears that increases after this period were handle more through establishments and not new regiments, battalions, etc.
