It is interesting that the use of faked footnotes to give an impression of provenance and should be raised. Hamilton-Williams did this in 'Waterloo New Perspectives'.
I have never looked at Bowden's sources in 'Armies on the Danube' but I have checked some of the German and English material footnoted in his 'Austerlitz' in the context of the Allies and found that many of them were completely spurious. I had always given his material on the French in Austerlitz the benefit of the doubt. This does not now seem very wise.
On a more positive note, it does seems that people who perpetrate these kinds of deceptions on their unsuspecting readers, and probably their publishers too, are much more likely to be found out these days.
I agree with you entirely that this sort of thing is nothing less than fraud.
