Agregados officers were usual in Portuguese army, even in peace time before the peninsular war..
I think that Beresford maintained the system as he found it, and make the use of the best he found without changes.
Beresford try to keep the organization of the army. That why it didnít reorganized, but to adapt it to the British campaign system, more with tactical news than with reorganization.
