I must admit ignorance. My impression is that the Patriotic Fund's contributions supplemented official gratuities &c, rather than were the source of them.

I suspect you might find out more about it in Linda Colley's Britons: Forging of a Nation or, less probably John Cookson's The British Armed Nation or Clive Emsley's British Society and the French Wars; but Colley in particular was interested in such manifestions of patriotism, and is likely to have some detail, even though she would be more interested in the givers than those who received grants.
