For me, "machte Ritter von" (made knight of, "made" has got a transitive meaning) wouldn't make much sense in German, if at all, it should read "gemacht Ritter von" ("made" with an intransitive meaning).

Perhaps it meas "mit Ruhegehalt verabschiedet" - dismissed with a (generally quite low) salary for inactive officers, until he was transformed in a pensioneer (i.R. - I agree it is probably "im Ruhestand" - but did pensioned officers in Austria automatically receive a pension at tht time ?)

But I am no expert on the Austrian army, so it is just a guess.
