Shrapnel

Just watched a "Battlefield Detectives" episode focused on Waterloo and an RA major makes the claim therein that shrapnel was still unknown to the French in 1815.

Is there any evidence that the French did understand what shrapnel was, it having (presumably) been used against them extensively in the Peninsula? And if they did understand it - why hadn't tehy recreated or reverse engineered it?
