Not only that, the Camp de Boulogne is an important piece of porpaganda to create the mythologie about Napoleon.

Of course the armies of the First Republic had extensive training, one has just to read what Schauenbourg did with his divisions, or reading memories one finds that even in war times - the French did their petit guerre (this is what they called it) - when divisions fought mock battle against other divisions.
