the problem is that almost every body in the west relies on the few translated Russian works and then jumps to a superficial conclusion instead of learning Russian and exploiting russian sources about the Russian armies.
What do we have to form our opinion? Stein, Viskovatov, Zmohdikov, Zweguintov, a few translated memoires, a few obserbations of non Russians in English. That's it.
