Once again, you are taking one quotation out of mid air and building a tower of tablets of stone out of it.
You make it sound as if everyone but the French was cobbling non-standardized cannon and carriages together out of cheese and string in several different factories, with no vestige of overall control or inspection.
I am sure this was not the case.
If the British, Prussians, Austrians, Hanoverians, Hessians, Russians and others all kept `sealed patterns` of bits of lace, badges and buttons - which they DID - you will never convince me that the rulers just opened the palace window and shouted: `Hey, we need some guns and ammo . . . and don`t worry, any size or material will do!`
