I don't think we can define Napoleon's exact thoughts on nationality but it seems that once he had to give up Corsica he chose to identify himself as French, which was quite legitimate since he had - just - been born a French subject. He doesn't seem to have displayed much interest in Corsica in later years other than as a military position and a dumping ground for refractory priests.
