Prove the corruption. Merely stating it or believing it without proof, and you've offered none, is neither accurate nor helpful.
The peoples who really suffered from Vienna were the Poles, Italians, Jews, and western Germans. Napoleonic inspired or implemented reforms were negated, both civil reforms such as the Code Napoleon, and practical ones such as the three trade routes over the Alps that Napoleon had built and gas lighting in northern Italy. And Russian and Prussian rule was neither inspired nor enlightened.
The Congress of Vienna set the stage for the revolutions of 1823, 1830, and 1848. That was on the allies.
