Then show me and the rest who might be interested which of these specific actions you've listed that Alexander I, Frederick William III, Francis II, and Carlos IV [before 1808] never did.
I'm exempting the Brumaire coup because no reasonable person actually believes a single non-violent coup makes a dictator. I'm also exempting the British because G III was too loony-tunes to do anything and the Regency was rather amusing,but Parliament was fortunately able to muddle through and save the day.
