If that is an accurate assessment, please explain the plethora of valuable and lasting internal reforms in law, education, the Church, internal civic improvements (roads, canals, protection of natural resources, improvements in agriculture and manufacturing, finance, freedom of religion, the guarantee of basic civil rights, and the establishment of hospitals and orphanages) that none of the allied governments and monarchs even contemplated.

Based on nothing else, Napoleon's government was much more progressive and attune to the needs of the French population, than any of the allied governments, including Great Britain.

In this respect, Napoleon was head and shoulders above his contemporaries and fellow heads of state.

If you disagree, then please name or list the internal improvements in these areas that might have been accomplished in Great Britain, Prussia, Russia, and Austria, especially in the light of the 'conservative' reaction after Napoleon fell and the attempt to return to complete autocratic rule in those nations and including France under the Bourbons.
