"wohllöblich" (well-laudable) is a honorific attribute of the period. "hochpreisslich" could mean "at high price", or maybe it could also be a dialectal spelling of "hochpreislich", another honorific attribute of the period, meaning: "of high praise". Possibly, a pun is intended. The German word "Preis" means both in English: price and praise.

The provisional governments are the General-Gouvernements, installed by the Central-Verwaltungs-Departement (headed by Reichsfreiherr vom und zum Stein), until their final fate was decided at the Congress of Vienna.
