Can't recall seeing anything close to it in an Austrian military order. The Brits hung people but can't recall official orders to "hang examples" to suppress the locals, maybe some officer on occasion went that far but not from the top brass circa 1800. War is hell but when there are official orders like what N. gave, have to admit that it does bias my opinion of him.
No Napoleon "fan" will deny that he lead war and military counter-insurgency all other Europe. By it is quite biased to single him out in that, he used the same tools against popular resistance as his "cousins".
