As N was impotent on the water; his world domination had to begin with the subjugation of all his neighbours and work out eastwards. This - understandably - caused friction and resentment.
Britain, being a sea power, could dab off in pretty much any direction and conquer away, without upsetting the other members of the Great Powers Club.
