Some excellent maps for identifying the various place names noted above can be found at the FEEFHS Map Room, specifically at the following URLs:

These maps are from later periods and show changes in the gubernii since the era under discussion, but are still very useful.  The most significant changes relevant to the discussion is the division of Vilna Guberniya into Vilna and Kovno, along with associated minor adjustments to Grodno Guberniya.
