Notes:
1. Jails (called Civil Correctional Facilities) were generally either
prisons were people were detained until their trial and/or detained
for small offences like drunkenness, or were workhouses where people
were put to work to pay off debts.
2. Prisons (called Civil Penal Facilities) were where people served
long-term sentences.
