No. XVI. – Sir, the claims proposed by the French Government in the official notes of S.Exc. General Clarke, if incompatible with the basis suggested initially by the same Government, does not leave us with another alternative but to return close to our government, we have the honor to request of Y. Excellence to agree to dispatch to us the passports necessary for us and our attendants. We benefit from this occasion to renew with Y. Exc. the insurances of the high consideration with which we have the honor to be, Y. Excellence,
